Due to the impasse and the lack of procedures for removing NT or RB, Congress has the option of approving the decision of the Senate or the Navyinstead of NT or RB. For Congress to approve any issue, it must be voted on. The rule is as follows.
The approval of any NT or RB bill may be superseded by Congressional approval.
Now the Senate or the Navy will be able to remove the NT or the RB by replacing the impeachment vote with the approval of the bill in Congress.
