On some planets buildings are disabled du to missing energy

4 out of my 7 planets have the problem

since the new update on colonisation tech until now.

one example my first planet:
buildings are like disable as if they have not enough energy
My planets have extra energy ..
I initially was thinking it was due to the number of planets exceeding my new colonisation level but even after decolonizing 2 planets the problem is still present...
My production is like half since the new update...until now as i finished decolonising the planet but it did not solve the problem : \\
Actions required to repeat the problem:
problem is permanent since the update of colonisation tech

Same problem, also 2 moons colonized as pirate base and starbase both disappeared without trace.
